I don't know what "protected folders" means in this context, but if taken at face value it implies somehow you've set file protections on your desktop or the contents of same that make Windows 7 believe they are "protected".

More research is needed What do you see when you right-click on one of the icons with a lock on it, choose Properties, then click the Security tab?
